The Payroll Manager is responsible for administering and managing accurate and timely payroll processing for multi-state locations.  Assist with the implementation, maintenance, and review of payroll processing systems including payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Create and maintain payroll policies and procedures using best practices by working with People & Culture and Accounting/Finance. 

RESPONSIBILITIES

  • Administer and manage daily activities of the payroll function to ensure accurate and timely collection, preparation, and processing of a bi-weekly payroll in accordance with policies and procedures for exempt and non-exempt employees. Responsible for payroll processing, overtime calculations, minimum wage compliance, paid time off, tax withholdings, garnishments, 401K contributions, and applicable benefits contributions and withholdings.
  • Ensure compliance with federal, state and local payroll, wage, and hour laws and best practices, advise mangers on needed actions or changes to applicable wage and hour laws
  • Partner with payroll service provider to manage the process of all wage garnishments, deductions, and payments for applicable employees
  • Prepare accruals and reconciling sub-ledger to the general ledger
  • Provide guidance, training, and support to all employees, including new hires, on timecard management, provide additional training to managers on timecard approvals.
  • Responsible for ensuring all appropriate withholdings are applied to an employee's pay.
  • Perform payroll processing quality assurance reviews prior to processing, including reviewing all batch records. Audit Pre-Check reports and provide changes as needed on import template and approve Final Pre-Check reports.
  • Work with Benefits team regarding benefit programs including but not limited to medical, dental, vision, life, disability, voluntary programs, wellness, FSA, EAP, 401(k)/pension, leave of absence, time-off, etc.
  • Maintain required payroll reporting
  • Develop, implement and partner with our HR Technology leader regarding systems and processes that will automate payroll workflow
  • Analyze current payroll procedures to recommend and implement changes
  • Provide guidance and sharing knowledge in processing payroll entries with payroll staff
  • Actively review payroll related issues and ensure resolution, making necessary adjustments
  • Collaborate with HRBP’s to interpret company policies and government regulations related to payroll
  • Liaison to third party payroll and timekeeping system provider
  • Partner with process owners, Centers of Excellence, People & Culture, and Information Technology to manage HCM platform related projects, including system implementation, upgrades, releases, and business process Provide guidance to managers and leadership to ensure HR technology is aligned with business needs.
  • Plan and direct the work of resources supporting Payroll to ensure service excellence, guidance on training and knowledge transfer, and user experience.

QUALIFICATIONS

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree, preferably in Accounting, Finance, or other Business degree.
  • 6 + years of progressive experience in a multi-state payroll and benefits environment, preferably in a rapidly growing company. Multi-state payroll processing experience
  • Strong understanding of gross to net payroll, payroll taxes and pre- and post-tax withholding is required.
  • Possess excellent analytical skills. • Strong computer skills (Microsoft Excel and Word) • Ability to prioritize multiple projects simultaneously
  • Strong leadership and teamwork skills
  • Prior people management experience required. Role will start out with no direct reports but going forward, a payroll coordinator will be hired.
  • Understanding of laws that impact payroll, benefits and HR.
  • Accounting general ledger knowledge
  • Excellent communications skills, written and verbal. Strong organization, customer service and time management skills

 

PREFERRED EXPERIENCE

  • Strongly prefer either a Certified Payroll Professional or a Fundamental Payroll Certification.
  • Experience with Workday Payroll is preferred.
